By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.


Nigeria is one of the most entrenched reservoirs of wild poliovirus in the world. States in the north of the country are the main source of polio infections elsewhere in Nigeria and in neighboring countries. Despite difficulties in eradicating polio from Nigeria, it is noteworthy that the number of cases in this country has dramatically dropped from 2013 to 2014 – almost an eightfold reduction. It indicates that aggressive immunization and community mobilization efforts for polio vaccination at this time can prove beneficial, especially in the hard-to-reach areas of Borno and Kano States. In light with the country strategy that is focused on growth, IMC/Nigeria is in a process of developing a partnership with CGPP in polio eradication area. To this end, the program envisions to target 13 LGAs in Borno and Kano states:

Borno Guzala, Abadam, Monguno, Ngala, Ngazai, Konduga, Damboa

Kano Ungogo, Nassarawa, Dambatta, Rimin Gado, Takai, Tudun Wada

The goal of this program is to contribute to polio eradication by increasing immunization rate and improving acute flaccid paralysis surveillance in the project population.

However, prior to implementation a security assessment has to be conducted in these targeted areas and final decision should be only made after getting a security clearance.


It is the intention of the International Medical Corps to conduct a security risk assessment in specific LGA’s in Borno and Kobe states of Northern Nigeria, to determine the risk level and IMC’s acceptability of that risk. The security consultant shall work with the IMC team on the ground, other NGO focal points, UN, Nigerian Military and other relevant stakeholders to gain access to the mentioned LGA’s and determine the recommended approach for IMC to conduct medical based programming in these areas. Below is the TOR for the mentioned security consultant:


  • Travel to identified LGA’s inside of Borno and Kobe states of N. Nigeria
  • Develop a network of contacts related to the security situation in these LGA’s
  • Conduct a thorough Security Risk Assessment for these LGA’s
  • Liaise with other NGO security persons, UN, Nigerian Military, local civilians, etc. to develop a network of focal points on order to obtain real time accurate security related information in the mentioned LGA’s
  • Determine IMC’s overall Threats, Risk and Vulnerability based on the described program
  • Develop a recommended approach to enable durable programming
  • Maintain regular contact with the IMC Security Department as to meetings attended/held, movements in/between field locations and other relevant security related information

Skills & Requirements:

  • At least 5-10 years of field security experience, 3-5 with NGO
  • Military, intelligence or law enforcement background preferred
  • BA or MA in relevant security/international/or regional specific field preferred
  • Field experience in Nigeria a must
  • Must be able to operate a motor vehicle
  • IMC is a weapons free organization, experience in dealing with conflict management is preferred


  • Security Risk Assessment (SRA): Based on IMC’s SRA template
  • Complete a formal Trip Report
  • Draft initial SOP’s
  • Draft recommendations on program approach
  • Develop a draft Contingency Plan (IKMC template)
